More likely the second version. These terms sound the same but have different meanings based on the gender of who is saying it. A guy says it, means the guy in question is doing great. A girl says it about a guy, means the guy is a fool and needs a woman to straighten him out.

Usually, when I read an Urban Dictionary definition, I can at least get some sense of logic behind the construction of the phrase. This one simply eludes me. I guess I’ll have to come to grips with the fact that I will never be fluent in ebonics. Sigh...
Apparently it just means, “Does this guy who is acting like an idiot belong to any of you women and can you please rein him in?”
It’s a sarcastic remark one might say in a group, sort of akin to “who invited you” or something like that... meant to ‘dis’ the person... Or like someone might say “who’s dog is this” when you see him tearing up your garden... “who’s man is this, please come and get him”.

At some point people like her are going to get the hate that they spew back at them in a very destructive way.
Liberals think their cause is so noble that killing people is justified. Perhaps they should consider that those they’d like to execute may not share their altruism and may resist shedding their own blood for “the common good “. Those they’d like to see dead might even fight back. With enthusiasm.
