Pelosi was reading her copy of his SOTU speech. Probably trying to figure out if he was reading the teleprompter or ad libing at times.
I thought it was odd that she kept shuffling papers. Why not just sit there and respectfully listen, instead of constantly trying to find where he was per the written text.
Assuming that’s what she was trying to do.
