I'm not comfortable with the tone of certainty people like Tucker Carlson have been using declaring these depictions as racist. We don't know what was in the minds of the people in the photo--perhaps it was some event mocking traditional stereotypes. The person wearing the KKK outfit may not have been signaling support for the KKK. Someone today marching down the street in a KKK outfit would either be a racist or an FBI undercover agent, but maybe this was some skit making fun of the KKK.

A long time ago white actors would sometimes put on blackface makeup for comedy routines. At that time it rarely occurred to anyone to take into account the feelings of black people. We have learned to do so and blackface is now unacceptable, but this wasn't a Broadway play. Maybe the person in the photo (presumably the governor) was in a skit making fun of the way blackface had been used in earlier times.

That said, he should resign for supporting infanticide.

Old cowboys-and-Indians movies had white actors painted to look like Indians. Is it a hate crime for one of those movies to be shown on TV, or for a person to watch it?

Then Ralphie should have just said so. Then he'd merely be on the level of the funny stuff mocking White racism in Blazing Saddles.
