This seems driven to drive the care of the baby in the right direction, but it is obvious that, since most things in life have a duality to them (A hammer can be used to build a beautiful house, but can also be used to murder someone) it is not outside the realm of possibility that this could be tied to various tests that would result in the following conversation:

DOCTOR: Umm, well, technically, by law, it is still a fetus and not a baby or child until the birth certificate is issued...you should-

DOCTOR: Honestly, I know you are thinking you can get a fake birth certificate on the black market, but it won't work. It will be stigmatized for life and, I regret to inform you, the state can compel you in this. You will get no medical care for the PBF, and will bear the burden yourself. I should clarify, when I said “This seems driven to drive the care of the baby in the right direction” I meant The March of Dimes list, not the legislation.

This implies that the State thinks that all Mothers will never bear the burden of raising their children without welfare. That there are no fathers or other family willing to help their own.

I can especially see that being the case once this country’s populace is placed under “medicare for all.” When the government owns health care, it owns the people.
