I don't have a problem with a variety of tests being performed on newly born babies, with the caveat that it depends on what they are.

This seems driven to drive the care of the baby in the right direction, but it is obvious that, since most things in life have a duality to them (A hammer can be used to build a beautiful house, but can also be used to murder someone) it is not outside the realm of possibility that this could be tied to various tests that would result in the following conversation:

DOCTOR: (Day of Birth +1) Mrs. Smith, we need to talk to you about a genetic test that came back on your, er, uh, well, lets call it a Post-born fetus, or PBF or Peter Frank as we call them in the profession...the test shows that there is a 67% chance that it will never be able to see, talk, or hear. The state recommends you arbort it.

MOTHER: Uh, what? Are you recommending we kill the child? How can my baby be aborted if it has already been born, and I am holding it in my arms?

DOCTOR: Umm, well, technically, by law, it is still a fetus and not a baby or child until the birth certificate is issued...you should-

MOTHER: No! No! I will not agree to murdering my baby!

DOCTOR: Mrs. Smith, you need to think carefully about this. The state will refuse to issue a birth certificate with that positive genetic test, and there are a host of benefits and programs it will not be eligible for if it has no birth certificate. We are very considerate and gentle, and we let you stay with it while we do the post-birth abortion, it...

MOTHER: No! I won't do it!

DOCTOR: Honestly, I know you are thinking you can get a fake birth certificate on the black market, but it won't work. It will be stigmatized for life and, I regret to inform you, the state can compel you in this. You will get no medical care for the PBF, and will bear the burden yourself. Look, I know this is hard, but if you gave birth just six months from now, the new laws would have kicked in that allow us to simply not give you your child, and we would not even be having this conversation. I...

MOTHER: You're monsters, all of you! Monsters! Who would do such a thing?

I should clarify, when I said “This seems driven to drive the care of the baby in the right direction” I meant The March of Dimes list, not the legislation.

You will get no (FREE) medical care for the PBF, and will bear the burden yourself...

This implies that the State thinks that all Mothers will never bear the burden of raising their children without welfare. That there are no fathers or other family willing to help their own.

Interesting.

I can especially see that being the case once this country’s populace is placed under “medicare for all.” When the government owns health care, it owns the people.
