Brazil: President Bolsonaro Signs Decree Reforming Gun Law

President Bolsonaro of Brazil is following President Trump's lead. On January 15, 2019, Jair Bolsonaro kept a prominent campaign promise. He signed a decree modifying the extreme firearms restrictions passed in December of 2003.

Brazil's President Jair Bolsonaro has signed a decree making it easier for many Brazilians to own a gun – a measure he says will help people defend themselves. The decree establishes wide categories of people who qualify for gun ownership. Those include people living in rural areas, in urban areas with high levels of homicide, business owners, gun collectors and hunters.

In effect, the named categories include all of Brazil.

Citizens will still have to meet the other requirements in the law. Those include training, a psychological exam, and being 25 years of age or older. Legal gun owners must have a clean criminal record, a fixed address, and have gainful employment.

The most significant reform is the elimination of the subjective “need” requirement to obtain a permit to possess a firearm.

Some years ago we went to Brazil and on our last full day there we took a day tour of a National Park on the outskirts of Rio called Tejuca National Park.Rio is a hilly city and this park was located on one of those hills.As we were riding up the hill the guide pointed out a favela (Portuguese for "slum") on a nearby hillside.She said that that favela was so violent that even the Brazilian Army dares not try to enter even during daylight hours.

Sounds to me like a situation where it would be wise for law abiding Brazilians to be armed.

In dictator prone countries, the most important act to guarantee freedom for the populace is to officially proclaim the inherent right for everyone to bear arms. Obviously, Bolsonaro understands this.

My brother-in-law is from Honduras and used to vacation there every year. While they still vacation in the Bay Islands, he refuses to step foot on the mainland anymore.

He reads the daily papers from Tegucigalpa and San Pedro via the internet and every day there's nothing but murders, kidnappings and extortion at every level going on.

This past November or December the brother of the Honduran president was arrest in Miami for major drug trafficking......It's difficult to believe that the president wasn't aware of his brother's business.

A number of years ago his niece's son and his two friends were kidnapped at gun point and never seen again. My BIL is quite sure they were involved in drug dealing and pissed off the competition.....

I'd like to say that the only solution is martial law but when you have the cartels with billions of dollars at their disposal and military leaders, law enforcement and politicians at every lever on their payrolls, it would never happen.
