Elections come down to which base is more energized.

Pretty much as the 2018 elections just showed. If there is no wall, I wouldn’t bet too much money on the Republican base being energized in 2020.

and given the lack luster movement in the house on the wall when republicans controlled it, that is exactly how it played out in 2018..
