Elections come down to which base is more energized.
Pretty much as the 2018 elections just showed. If there is no wall, I wouldn’t bet too much money on the Republican base being energized in 2020.
That’s why the Democrats have decided to try to deny Trump as many victories as possible.

and given the lack luster movement in the house on the wall when republicans controlled it, that is exactly how it played out in 2018..
