If Manchin he’s just posturing for a Rat Veep nomination or dark horse Rat Prez nomination. The bottom line I am pretty sure you can’t cut off Congressional(or staff!) pay during a shutdown unless they agree to it beforehand (Not likely!) and that’s due to Constitutional “separation of powers”. In other words the executive can’t do it unilaterally. I guarantee Manchin knows that! So he’s out gathering “sympathy & understanding” from “the rabble” because he & advisors are betting they don’t know! It’s a hollow concern\promise\idea! Something Manchin developed a skill for doing here in WV!
