And do you really think that if Trump just shut down the border that that wouldn’t be challenged in court, too? Shutting the government down indefinitely, even just a few areas of it won't work forever. I don't understand why he didn't get something, even a few hundred million dollars. That omission is a big fail.
Yes, closing the border would be challenged in court. I'm sure there are other steps possible. Consider 'interior enforcement'. An untapped area. More check points, etc.
