That would fund an aggressive wall building program over the next two years before the election (He got 1.7 over the first two years).

It would essentially button up the Rio Grande Valley and the border cities - which would transform the existing situation, and drive traffic out to more rural, open areas.

Yes, and no.

I think, what he got was funds to renovate existing wall.

I do not believe they were for any new construction, yet.
