Does this qualify as a Constitutional Crisis?
I know POTUS Trump doing anything does, but what about Pelosi?
Not a crisis. The HoR grants or denies permission for the President to enter and address the assembled body.
A written or verbal SOTU given from time to time is the only specification.
She can do this, her perogative. Trump can simply submit a written SOTU to the assholes and then set up a mass rally to present it directly to the people, daring the media to NOT cover it.

Declare house and senate congressional members and staff “non-essential personnel”, and shut down the Capitol building in it’s entirety....no work no pay.
Why would this be a constitutional crisis?
