I was in Berlin at the Reagan speech. We built a bulletproof glass wall behind the President for his address. East Berlin was the backdrop. The same could be done at a selected location at the border including a prototype of the wall he wants built. Trump can declare a state of emergency citing the reasons why we must secure the border now.
