The “Vietnam era” veteran is a caveat applied to anyone who was in the military during a specified time period, whether stateside, Europe, WestPac or Vietnam.

A Vietnam war veteran is one who was in country or operationally flew over it and off shore conducting opertions on ships, boats, or subs.

There was also a Vietnam era retirement benefits package as it related to educational benefits but that got whittled away and folded into the Montgomery GI bill.

In the video clip at #17, Chief Stolen Valor clearly states he was a “Vietnam veteran.” Not era, or time.
