Actually yes it does/has, since the inscription on it has been used by the left for many decades as a convenient public relations prop, and intentionally conflates it with actual U.S. immigration law. Get into an argument with a liberal over immigration, and just like Godwin's law, they will eventually mention the inscription on the Statue of Liberty "give me your huddled masses" pablum. It's a standard go-to lefty talking-point.
