It was also a means to trap people and create rumors and innuendos Democrats and the media can use to imply Trump must be guilty of something (even if Mueller can't prove it).

Fixed. At least that is the only other reason I can think of why it wouldn't be made public, the main reason being there's nothing in it and it must be up to the MSM to convince us there is a there, there.

With all the hype about this “investigation” it has to be made public. Otherwise we are no different from major dictatorships or communists.
Until it’s leaked ala “Pentagon Papers”...”in the national interest”, of course.

Thanks. I wasn’t fully paying attention back then. Still nominated and approved while the President was under a cloud of suspicion, so the dims have nothing to say here. Maybe with the Biden rule in 2020, but that would be as far as I would go. Maybe. I really think it is important to replace Thomas with a younger version while Trump can still make the appointment.

The report from the special counsel to the AG would only contain a summary of the indictments, plus any additional information to explain why cases were NOT prosecuted, if applicable. The indictments are public information. Other grand jury proceedings are not.
