The Army has prettty much been that way for a long time. It suddenly got so big after 1940 and never shrank back to a tiny organization with a starvation budget as it did after WW1 that just coping with a huge organization became the officer corps biggest challenge. Men who might have become colonels if lucky were now general officers (several hundred of them) in the post war era. One big administrative challenge after another, and then the Korean War exploded in official Washington's most unprepared face. Eventually establishing big clumsy management systems became the coping mechanism and it has been ever so. McNamara and his ilk made bad worse because they really hated what they thought was the traditional career officer; golf and bridge playing, Scotch drinking narrow minded bigots and dolts leavened with a minority of dangerous saber waving war mongers like Patton. Every major perception Robert Strange had about the armed forces, other than building USAREUR up to be a real fighting force rather than just a trip wire so that the National Command Authority would have some time to think out what sort of response the US would make to a Soviet ground attack, was worse than wrong it was bassackwards and self defeating. His contribution to the officer corps was to push hard on the ‘officer as manager’ and try and deflate the ‘officer as leader’ and anything about the stoic virtues that once was the cornerstone of the officer's code of conduct. So we got what that screwed up man wanted, soldiers who are not soldiers but bureaucratic gamesmen and administrative politicians carefully gaging how each step will help or harm their career.

At least blame the right people who made it necessary to try to deal - Ryan and his crew owned the Congress and did nothing - with the Dems firmly in place for now, the picture has changed...temporary “amnesty” is actually a very small thing to offer as the President tries to get the Congress to do its job. Not to mention he knows that Nancy is too stupid to take it and the lengthening “shutdown” makes unilateral actions more likely and proper.
