He did not promise amnesty and that is still a chip for later negotiations. If they don't have to go home it is amnesty period. Freepers have had this argument on free republic many times.

Amnesty is allowing them to stay permanently. Your argument is that letting people in for three months to pick lettuce is amnesty.
