Even if a judge did this I can think of 3 ways to stop the travel. Probably more.
Ignore the ruling
Stop the pilots from taking the controls. (He is commander-in- chief.)
Shut down the airport tower for a while.
Remove all liquor and attendants. (safety concerns)

And shut down her private plane flying privileges esp carrying friends and relatives back and forth to California.
If she wants to catch a ride on a scheduled flight, fine. Anybody beside her pays first class fares.
Broom stored in the baggage compartment. ;-)
