Yes, with the government partially shut down, this is a perfect opportunity for Trump to address congress and remind them just how little we the people need the federal government. The state of the Union is just fine. In fact, the Union would be far better off with much, much more of the government shut down - permenantly.
We the people don’t need 95% of the federal government - it’s the other way around - the government feeds off of us.
As for the government workers that would lose their jobs - poor things - they would have to compete for honest work in the private sector economy, which would be booming, absent the crippling burden of a bloated bureaucracy, myriads of parasitic agencies, job-killing regulations, and counter-market redistribution of wealth.
I have always thought that the one reason the dims cry so much over shutdowns is that their sheeple might wake up one day and notice the shutdown has no effect on their personal lives. If that happens they might start to think for themselves and decide that Reagan was right when he said ‘Starve the beast.’
