The situation is very simple.
The SOTU is to be given to Congress. If there is diagreement between House and Senate, then technically the POTUS may adjourn both and carry on the laws of the government.
He then would schedule the SOTU in the same chamber for both to be present by order, then when they are there, have the Secret Service issue little invitation envelops to each one of the Democrats, just like were issued at Pres Bush’s funeral.
If the Democrats want to ignore the POTUS during the speech, they can hold their hands over their ears and mumble Na-Na-Na-Na to themselves, but not to disturb others. They can then be broadcast on National TV and the Internet manifesting their behavior and disregard for reopening the government.
It will also be over 30 days of no funding, so then permanent layoffs may begin, starting with their offices.
Should they disobey and seek to overthrow the legitimate government, they can face charges of sedition and treason, mandating their removal from office and either imprisonment or capital punishment to be swiftly executed. Besides, most of them will be facing the tribunals regardless of their behavior and their disobedience may be used to seal their fates.
Pelosi should keep it simple. Invite the President then tell her Democrat Representatives to put their hands over their ears and hum Na-Na-Na-Na-Na to themselves quietly. It will make a great photo op to document their maturity levels.

Inform Congress of his intent to give the SOTU at the regular time and place, ordering ALL members to be in attendance.
and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper;
Work with the Senate to adjourn due to lack of cooperation from Congress. If/when Congress disagrees, POTUS, using powers granted by Article 2, Section 3, of the Constitution, listed below, should run government as necessary, until such time that the current, belligerent, Congress agrees to act in good faith for benefit of ALL Americans.

Thats not how Section 3 works. The president can only adjourn Congress if there is disagreement between the Houses on when to adjourn, not just general disagreement.
