Why not? The Stones and Billy Joel are touring (separately) this summer.
But how do you replace John Entwhistle and Keith Moon and still be The Who?!
Some now call them, "The Two". Yes, it's basically now nothing more than a Tribute Band. But as long as they can do it, why not?

Zak Starkey was taught the art of drumming by Keith Moon. He does a great job on Keith Moon licks when he plays with the who.
Peter Frampton was OK. That’s about it.
Maybe he should play bass.
They kept going without Moon by hiring Kenny Jones of the Small Faces.
Rumor had it that they wanted Rat Scabies of The Damned due to his having a similar drumming style to Moon.
Amazing how good they look after all these years.....

Easy. They hire a bass player and a drummer to play Keith and Roger's songs.
Keith and Roger ARE the Who.
The Stones haven’t had two or three farewell tours in the last 30 years
And charge what will be an exhorbitant amount to see half of a legendary rock band?
Love the Who, still crank their music every time I hear one of their songs and yet, half of a legendary band isn't The Who.
I wonder if Daltry's voice is anywhere near what it used to be also. How old is he now? At least 72 as best I can guess.
