Your Post indicated the need for prosecutions in IRS. You are correct. Let me give you a little history. IRS CID stated they could recover the data erased by Hitlery, and they could! Instead the work was given to the FIBs; good luck with them. (NSA has a recording of ALL electronic communications, including Hillary's missing emails. ASK THE NSA FOR THE DOCUMENTS.)

In the 1980's, a reorganization back to a format that Centralized Authority began. Fostered by "Congress", IMHO a precursor of a set up for Obama. The same format was found corrupt in the 1950s and gave rise to Internal Security, split from the then Intelligence Division, now called CID.

One, only the Commissioner, was an appointed position. That was bastardized by taking "EXECUTIVES" from other agencies. "If you can manage a program, you can manger anywhere." BS None had the knowledge or ethics of the original executives they replaced. The originals knew the agency, rules, laws etc. Many were political appointments into their home agency and transferred to IRS, e.g. L. LERNER.

When they abolished Internal Security (IS), it was after a Congressional "Dog and Pony" show complete with false allegations as to IS ability. The predetermined goal was obvious. IS was absorbed into TIGTA. (TIGTA: Treasury Inspector General, Tax Admin.)

Districts were consolidated/abolished and the number of directors decreased. This facilitated the creation and centralization of power in fewer hands.(Socialists need centralized power. The power (read corruption) was in DC, but L.Lerner and others were not physically in the National Office. IRS needs to be returned to a MANDATORY (by law) STRUCTURE as it was after 1951 and those who broke the law prosecuted.

It seems to me that the Congressional "Investigations" have done nothing to cause a prosecution but to allow the statutes to expire on the crimes of those involved. If a fish stinks, it stinks at the head as well as any where else.
