etc. will take time.
For a long look at some of the actions needed or proposed
scan thru this long proposal. Good bad or indifferent it
will take some time to clear the legal, enviorment hurdles.
Basically think of a major highway expansion. A lot of the
same items will have to be done and probably many more.

The only thing we know is that the sooner it begins, the sooner it will get done.
However, over time and even since that 2015 Environmental Assessment, I am certain that a massive amount of work has been done to survey and analyze every mile of the border.
Studying and analyzing every mile of the border was necessary even apart from building a wall.
Meanwhile, the courts have already denied the environmental challenges.
Having the funds to do it would be a good start.
