No, they clearly have to answer to POTUS. OTOH, Newts assertion that they dont report to an elected official is just wrong. As he well knows.
Its an unprecedented situation as far as I can tell, and we dont really know much yet, like who the FBI may have notified, but ultimately its up to POTUS to decide whats in the national interest even if everyone else in the government disagrees.
Constitutionally, they are supposed to answer to the president.
But on matters of the Russian investigation, Mueller, Rosenstein and Sessions(before Trump fired him) haven't been answering to Trump.
And people like Wray and Rosenstein have been claiming their independence, whilst the news media and the Democrats and RINOs in Congress have been threatening to accuse Trump of obstruction.

They don't look to him for day-to-day direction but he can fire any or all of them tomorrow if he's willing to pay the political price.

The president does have the Constitutional power to direct, "day-to-day", his underlings in the executive branch.

Trump has known about the Russia investigation for years and can direct Rosenstein to conduct it any way he wants. He just has to be willing to live with the political fallout when Rosenstein resigns.
