This guy’s descriptions, in breathless, hyper emotional English, do not match what his very own video is showing, either in terms of the damage or of the reaction and behavior of the people on the scene. And the firetrucks and emergency vehicles, lights flashing, are visible at the scene before he gets there; he heads for the scene by following their lights. He walks down the block towards the fire, lingers a few moments taking his video, and turns around walks away (possibly because of the person or persons, a fire fighter?, yelling “A BAS!” repeatedly at him and other gawkers - in this context that would mean something like “GET BACK!”). The police do arrive after he has wandered down the block and back, and it looks like the first thing they do is try to move persons away from street with the fire and most of the broken windows.

just an update - the reason the streamer saw the emerg. vehicles there was there were already firefighters on site checking out reports of a gas leak, during which there was the blast. Two firefighters deceased in the blast, a few more injured. Here’s the follow-on:
