All kinds of underhanded crap gets done by referencing this or that national emergency no one but the bureaucrats who refer to them to justify their actions even remember.
Forget the national emergency for now. Move troops to the border and put up the same sort of bases for them we've spent billions putting in Afghanistan and Syria. Have the troops run patrols out of little bases along the entire length of the border as training for deployment to the same sort of terrain and climate elsewhere.
That's all a defense matter we already take care of further away from the border. Have the military learn to patrol a border by patrolling our own border. Anyone they stop, they can hold until the Border Patrol comes to deal with the same way they sometimes are required to hold people until government troops come to take over when they're in a foreign nation.
