text of Lincoln’s cover letter

“I transmit an authenticated copy of a joint resolution to amend the Constitution of the United States adopted by Congress and approved on the 2nd of March 1861 by James Buchanan, President.”

A copy of the amendment and it’s cover letter were sent to all state governors, including those governors of states that had seceded from the Union.

Wasn't his responsibility. Him sending those letters is a nod for them to support that amendment. He had no obligation to send them what so every, and an opposed man would have refused to do so.

Would you send a letter notifying a governor that an amendment to strengthen slavery has passed the congress?

Would you do that? I would absolutely refuse. They can find out whatever way, but it wouldn't be through me.
