As to the steel concession, POTUS is crazy like a fox: see my post 382:

He pumps up the domestic steel industry. He provides the Rats a path of retreat, while getting his wall. He is seen to offer concessions (important for low-information voters).

POTUS is driving the train.

Steel is better - Border Patrol will be able to see through to Mexican side - otherwise, they’d be blind of what might be attempting to break through.
