How does a Jr Senator get assigned to such a cushy, typically Sr Senator committee....the Foreign Relations committee....like Jr Senator from UT just did?

Get used to it. Just because we here see Romney as a phoney and a backstabber, doesn’t mean he is seen the same way by the parasites and drones of the beltway. After all, he hasn’t done anything they wouldn’t have done themselves, and he is after all an “influential” figure.
I believe each new senator gets at least one assignment on one of the ‘big’ committees; such as Finance, Foreign Relations, Armed Services.
Mitt wanted Finance, usually considered the most powerful committee.
