Not really.
They can try to craft a bill that requires the members of the college of electors to vote for the candidate with the most popular vote - the college of electors is effectively negated.

Not really. Any state may choose to use these method right now. But, the U.S. Congress can’t mandate it and even if all of the states adopt it, the allocation of electoral votes to the various states would remain as determined by the census.
