There are true intersex people, with chromosomal or endocrine issues. They may need some surgery.
Otherwise it’s a mental issue and just like you can’t operate to remove healthy limbs from people who want to be cripples there is no excuse for a surgical, irreversible procedure for a mental illness that rejects the chromosomal sex.
