I would be very cautious about building military bases in socialist-inclined countries. Sure, they may be aware of the pitfalls of that ideology today, but as we've seen repeatedly, the winds of fortune change rapidly in these bush-league republics, and thousands of American lives could be jeopardized, as well as billions in treasure.
They would need a much longer track record before I'd be convinced.

Treaty’s are made with NATIONS, not Governments. Just get ENOUGH leftists in Brazil to agree. No need for a majority of them. It will reinforce the Monroe Doctrine. With a nations support Russia would not dare mess with us. Seems like Venezuela is ripe. And Cuba?

Exactly. Brazil is already the most militarily powerful country in South America and has little to fear from its neighbours, and the US doesn’t really need a springboard to take on any of the tiny, inconsequential South American countries that are hostile to the US when a USN carrier group has more than enough firepower to, if neccessary, wage war on it.

We don't necessarily. He/they do. It would be a major economic shot in the arm for Brazil. Look at what has happened to puerto rico since the US Navy left. I suspect they have lost 10s of millions if not more because of the US navys departure.
