How should the Republican Party use this vulgar outburst? How do you create an ad for television or the internet that doesn’t stoop to the level of this woman? I would suggest you collect similar outbursts from other Democrats and then emphasize that politicians who issue gutter language are not just stupid, they are inherently evil.

They don’t really have to have legal grounds. Impeachment is a political process, not necessarily legally based.

They will, of course, have accusations for public relation purposes.

Right now two months into the 2019 fiscal year we have already spent about $95 Billion more than we took in in Medicare Taxes to fund Medicare and Medicaid and Health Care costs are already over 1/3 of the Budget

Merely have to convince …

 The House of Representatives must first pass, by a simple majority of those present and voting, articles of impeachment, which constitute the formal allegation or allegations. Upon passage, the defendant has been "impeached".

To convict an accused, "the concurrence of two thirds of the members present" is required.^[31]                 Conviction removes the defendant from office.
