No. The probable reason Paul Ryno didn't have pay-go was so that his House could spend freely without raising taxes. And it did. Both parties have the same sickness (OPM addiction) and manifest different symptoms. One wants to spend wildly by raising taxes (D), the other wants to spend wildly without raising taxes (R). We are screwed either way.

Well have two years of gridlock. Nothing will get done.
Im happy with it. It could have been a lot worse.
Obama had to deal the last six years of his presidency with a GOP House.
Now the situation is reversed.
