Congresswoman Hopes Reparations Bill is Path to ‘Repair Some of the Damage’ Caused by Slavery

WASHINGTON – Rep. Sheila Jackson Lee (D-Texas) told PJM that the federal government should conduct a study of reparations for descendants of slaves to be able to determine the best way to “repair some of the damage" that slavery has caused to the African-American community.

Jackson Lee became the lead sponsor of H.R. 40, the Commission to Study and Develop Reparation Proposals for African-Americans Act, after Rep. John Conyers (D-Mich.) resigned from Congress.

The legislation seeks to “address the fundamental injustice, cruelty, brutality, and inhumanity of slavery in the United States and the 13 American colonies between 1619 and 1865 and to establish a commission to study and consider a national apology and proposal for reparations for the institution of slavery, its subsequent de jure and de facto racial and economic discrimination against African-Americans, and the impact of these forces on living African-Americans, to make recommendations to the Congress on appropriate remedies, and for other purposes.”

It’s a commission to study the issue of what was the economic impact of the work of slaves and how does it translate in the 21st century. And what we want to do is to build a narrative, a story of the facts and out of that be able to access how we repair some of the damage,” Jackson Lee said during a recent interview after her speech at the annual Legislative and Policy Conference organized by Rev. Al Sharpton’s National Action Network.

“When you look at urban blight, when you look at schools in inner cities and rural communities that are not at the level of excellence that they should be, when you look at support for [historically black colleges and universities], all of that will be part of understanding that whole journey and that whole economic journey,” she added. “And it is interesting that these magnificent buildings were built by slaves, obviously with no compensation. That is not what we are asking for; this bill is to have a commission to hear from people all over the nation.”

Jackson Lee called the reparations legislation “a beginning process and an educational process for the nation in a non-controversial manner, and not in a manner of pitting one group of people against another.”

Actor Danny Glover called for reparations for African descendants during his speech before the Permanent Council of the Organization of American States (OAS) in 2016. Jackson Lee was asked if she agreed with Glover.

“Danny Glover has been a strong supporter of H.R. 40 and we would love to have him as a witness providing his point of view – that’s why this is such a great initiative and legislation,” she replied.

During an interview with PJM, Sharpton said that criminal justice reform and voting rights topped his agenda during meetings with lawmakers on Capitol Hill. On Dec. 21 President Trump signed the First Step Act, which White House Senior Adviser Jared Kushner worked on with a bipartisan group of lawmakers.

Some of my WHITE ancestors were slaves (indentured servants) who came to America with James Oglethorpe in 1732.

Did their progeny sit around and bitch about it?

No!

When FReed, they went to work and improved themselves through education and hard work!

The key to solving this problem requires that Blacks obey the Golden Rule, get a decent education, work hard, not have babies out of wedlock and follow the 10 Commandments!

Of course, ALL AMERICANS would be happier, better off and wealthier if they took that advice!

They wallow in something that ended more than 150 years ago and claim victim status. Maybe they should study other ethnic groups and look to the future, not the past.

I think that is a good plan. Maybe not those states specificity but the concept would work. To include funding from the treasury to get started as foreign aid with the requirements being no immigration policy allowing coming back. Truth is none would take the deal.

Blacks as a group probably peaked on the socio-economic ladder just before the “Great Society”; the family, work ethic, and education have all fallen dramatically since that time. It wasn’t ideal, but it was better than this...

To my knowledge Lincoln never has anything to do with the establishment of Liberia or the American Colonization Movement. Both Liberia and the ACM were mostly products of eastern slave state actors such as Francis Scott Key. The name of the capitol Monrovia was for President Monroe in whose administration the settlement was launched and who personally donated funds to the effort. Two major political jurisdictions of the country were named ‘Maryland County and Virginia County’. The immigration movement lost steam after the Mexican War and the focus of anti-slavery organizations switched to abolitionism. I have never read of Lincoln's involvement in any of this. In office he did like the idea of deporting blacks but prior to that he was mute on the subject of negro colonization. So yes, I have heard of Liberia but still await a response on Lincoln causing land to be acquired in Africa for freedman settlement. Also snark is not needed here. There is more than enough from the left.

Colonization was not reparations. The idea was to remove the blacks from the USA. The capitol of Liberia was named for President Monroe, long before the WBTS. He endorsed colonization and contributed personally to the effort.

The most devastating problems that black people face today have absolutely nothing to do with our history of slavery and discrimination. Chief among them is the breakdown of the black family, wherein 75 percent of blacks are born to single, often young, mothers. In some cities and neighborhoods, the percentage of out-of-wedlock births is over 80. Actually, “breakdown” is the wrong term; the black family doesn’t form in the first place. This is entirely new among blacks.

“According to the 1938 Encyclopaedia of the Social Sciences, that year only 11 percent of black children were born to unwed mothers. As late as 1950, female-headed households constituted only 18 percent of the black population. Today it’s close to 70 percent. In much earlier times, during the late 1800s, there were only slight differences between the black family structure and those of other ethnic groups. In New York City in 1925, 85 percent of kin-related black households were two-parent households. Welfare has encouraged young women to have children out of wedlock. The social stigma once associated with unwed pregnancy is all but gone. Plus, “shotgun” weddings are a thing of the past. That was when male members of a girl’s family made the boy who got her pregnant live up to his responsibilities.

“The high crime rates in so many black communities impose huge personal costs and have turned once-thriving communities into economic wastelands. The Ku Klux Klan couldn’t sabotage chances for black academic excellence more effectively than the public school system in most cities. Politics and white liberals will not solve these and other problems. As Malcolm X said, ‘our problems will never be solved by the white man.’”

Definitely true; the worst haters in the Klan couldn’t have concocted this demise.

Malcolm X knew blacks had to help themselves; there was no reason to trust white libs (who certainly didn’t want blacks in THEIR neighborhoods).

When a majority of Blacks begin to follow the established social behavior norms, we’ll be better off.

I am not holding my breath!

For some reason, many Blacks just can’t seem to accept and abide by the rules of polite society, thus the conflict.

So many are taught defeatism at a young age; what other outcome can be expected? If studying is “acting white”, they’re marginalized forever.
