One doesn't depend upon the other. Every agency has to have security of one sort or another which nowadays is a good thing if you are doing business with the federal government offices.(Yes we are unarmed on government property so I'm ok with an armed guard on the premises.)
And people forget how Huuuuge the federal government has gotten!(It's Huuuuge!)

They dont call it a Civil Defense force, that would imply we need (or perhaps that we deserve) defense. The official name is National Civilian Community Corps.
I think of it as the NatCCC, or more simply, as the NatCs...

It’s worse than you imagine. I’ve seen statistics that some agencies that have NO business with firearms have them, in quantity. This needs to stop.
