The problem with that theory is that by every measurable metric, Gowdy is a hardcore, dyed-in-the-wool conservative.
But when it comes specifically to key interests of the Deep State he is just as reliable a cover-up agent.
That says “blackmail” to me, not RINO. RINOs generally openly defy the party.

What measurable metric are you referring to?
His actions are the only metric one can ever consider. Not his words. Not the words of other people. Only his actions. And since the GOP establishment have embraced liberalism for the better part of a whole century (this is detailed in
The Conscience of a Conservative), there is no blackmail needed to motivate one to serve the Uniparty; only the institutionalized ideology.
