It wasn't an order or anything of the sort. He was observing that the results must be trustworthy, which is why tough questions have to be asked about it.
Gowdy's always been good at popping up and asking a few good questions. Not that anything ever comes of it when he does, but he does.
That was how I read it too. He is saying that the hard questions must be asked and investigated so that the report can be trusted!
