When he said that mueller was “controlling” the OIG he wasn’t speaking legally. He was saying the mueller investigation was keeping the OIG from doing his job investigating by indicating to the IG it would interfere with his mueller investigation if he did certain OIG activities. In other words the OIG shouldn’t probe certain areas because it would interfere with the mueller criminal investigation. Whether that is true or not Inhave no idea. But that it was he meant when he made the statement.
