This was not a fully argued case. It was a stay motion. Just like a stay of an execution. The justices can/ often have to / vote from wherever they are. The merits of the case are still alive in the lower courts and may reach the supremes for full argument in due course

. You can like the outcome or not but the procedure is perfectly normal One side moves. The other opposes. All on paper. Usually stays are routinely denied , but sometimes there are split votes as with this one
