Throughout Christmas day, people could be seen pulling up to areas known for their homeless population, handing out blankets, bags, food and drinks, all in the spirit of giving. Yet the Las Vegas Metropolitan Police Department is urging the public not to give back like this. Officials are telling people to donate to shelters and help serve food through organizations such as Catholic Charities, The Salvation Army and the Las Vegas Rescue Mission. In fact, during the Thanksgiving holiday, LVMPD issued several citations carrying a $1,000 fine for people who pulled over and fed the homeless. City officials say they know people mean well, but its better to donate in a controlled environment. They say theres health and safety concerns for these people on the streets, and they say that sometimes there are even fights over donations. For Christmas, News 3 caught up with Rosie Berney and her husband, who say they wanted to spend their holiday in service. They say that they dont think they should have to go through any organization to do so.

I don’t care if they use the money to buy booze or cigarettes. Not everybody is a scam artist. I have had hard times once and the smallest gesture of kindness gave me hope. I hope I never get jaded.
I will not dispute your reasoning, but I have a sometimes different attitude:
To me, this is just more: Citizens cannot be trusted to take the initiative on anything. Only acknowledged Federal or approved NGOs may be trusted to do anything in public society.
The truth is those NGOs are pretty much all flaming leftist institutions - which is why the Feds are willing to let them act at all.
If I, a private citizen, feel an impulse of mercy and grace toward a particular person at a particular time, I will act on it, no matter what the government or anyone else thinks.

I am a lifelong conservative, have served in the church, and am well aware of the depravity of mankind. I know that many created their own misery, and many use any alms to further it.
But many is not all.
I have never been drunk, much less drugged, but having spent much of my life serving the needs of others, and having had past debilitating health conditions, I am not wealthy, and have been nearly destitute at times.
I remember that when I see such persons, and sometimes act on the simple knowledge, There, but for the grace of God...
Laws against feeding the homeless are unconstitutional.
Your money is your property. As the property owner it is your right to trade it as you wish.
If a local government wants to prevent you from giving your property away, they are assuming ownership of your property. They can’t take your property with out compensation.
Free people are free to give their property away. With out property rights, we are not free.

I say round them up, take them to a shelter and put them to work. See how long they stay "homeless" then.

How much is a convenience store hot dog? I value my health so have never thought about buying one. So, maybe $3? Why doesn’t that guy pool some of his buddies’ quarters and buy a 67 cent package of 10 wieners and an 88 cent loaf of bread so everyone can have a hot dog for half the price of one store bought?
Property taxes can expire, just don’t vote to renew them.
