Exactly correct. The wealthy elites who live anywhere near the Potomac River do not want any big roads near their estates. It is crazy (evil) that a person going from Gaithersburg to Dulles has to go down and get on the DC. Beltway.
There also needs to be an interstate that goes from New York to Richmond without using the DC beltway. Again it’s a NIMBY situation, though here I think that it’s more of a swamp power rather than an elite thing.
It’s not just the rich - the middle-class neighborhoods along the beltway in Silver Spring are littered with “Stop the Beltway Widening!” signs
