Proabbly not. Solar works pretty well in the dry climate, but that's only going to save you from the energy charges. The billions of dollars that PG&E has to pay will be charged to all accounts independent of electricity usage. Also it is basically illegal to unhook from the grid to avoid those charges.
But theyre going to jack up the energy charges as well. It won’t be long their cost per kwh will be 30 cents. Solar makes sense at around 18 cents per kwh.
