This is nothing more than harassment!
But I would call it a personal vendetta of some kind.
As someone else stated in another post, she has just poisoned the well in regards to anything she plans on going after the Trump name for.
She reminds me of that state attorney Angela Corey, the prosecutor going after George Zimmerman in the death of Trayvon Martin. She was a camera hog and got up in front of the cameras and grandstanded her way out of job.
She too had poisoned the well of impartiality and fairness and was taken to task for it.
Her office lost the trial and she lost re-election 3 years later. She over-charged and made biased statements in public about convicting George Zimmerman before any evidence was presented.
Let's hope this James gal gets her just desserts as well.
