Your point is generally valid, California in particular has boom/bust precipitation and some very long term cycles. But the rainy seasons of 2015/16 and 2016/17 were very wet thanks to El Nino and its lingering effects. That caused most of the growth that dried up and burned in 2017 and 2018.
The article is basically correct that te cause of the intense fires was fire suppression. The intense drought that peaked in 2014 and ended in 2015/16 didn't help either.
