Hard to get a read on this story. Did the guy steal government docs? Is the FBI establishing chain of custody? Is the FBI doing the bidding of the Clintons?

Did the guy steal government docs?For that to be true, IG Horowitz would have to be part of a sting operation, pretending that Cain was a recognized whistleblower, to snare whoever is helping him. We live in a time in which the unprecedented is routine.
