That's by social engineering design, according to one theory.

Starting with the Bauhaus School, public art went into a decline so as to intentionally depress the "masses" for better political manipulation.

A building based on a Greek Temple is inspiring. The messes that are "public housing" buildings built after WWII are not.

Or the new US Embassy in the UK, for that matter.
