Mayor Pugh calls squeegie kids who intimidate drivers with their dirty water “entrepreneurs” and pays city workers to watch them from a nearby corner to make sure nothing really terrible happens. She apparently does not realize that drivers do not want anyone coming close to their cars when they are at a red light, much less someone who wants money from you and will be unhappy if you do not want soapy water sprayed on your car.
