KAMPALA - A U.N. investigation of its widely-praised refugee program in Uganda has found corruption costing millions of dollars and misconduct.
The report by the Office of Internal Oversight Services (OIOS) showed inflated bills, fraud and non-compliance with rules among other malfeasance that caused losses for the U.N. refugee agency.
Uganda hosts more than 1 million refugees who have fled South Sudan, Democratic Republic of Congo and other countries.
Uganda is praised for its open-entry refugee policy that grants aliens free movement within the country, access to public health services and small plots of land for settlement and cultivation.
The OIOSs audit covered UNHCRs operations in Uganda for 18 months from July 2016.
The audit showed excessive fuel use by UNHCR vehicles assigned to officials from Ugandas office of the prime minister (OPM), which manages refugees and provides contract services to UNHCR.
These include refugee registration, though UNHCR has taken over the role since allegations by whistleblowers of inflated numbers.
The audit said OPM paid $283,000 in allowances annually to dozens of its staff but was unable to provide to OIOS documentation to substantiate that these civil servants were working on UNHCR projects.

Well, it also happens with the many “programs” right here in the U.S., but at least there’s a chance of the money staying here.
Thanks for posting this.
Hell, every UN refugee program is nothing but graft and misconduct....
DUUUH!
It would be much easier to focus on investigating those UN programs that do not have graft and corruption.
Are there any?
Surprised? giving money to African dictators is wasting our money.
What about HAITI? Bill Clinton, special UN ambassador to Haiti.
First and foremost, damn near all of the money given to any country in Africa, the Middle East, Mexico, and Central & South America is going to laundered into the leaderships pockets, with barely any going to the people. History is filled w/ these 3rd world despots taking American money, living the high life and then, when the revolution starts and they’re about to get their heads chopped off, they get asylum somewhere and live out their days in luxury.
Second, and just as important, the UN is nothing but a YUGE money laundering operation. It’s nothing but a bunch of 3rd world despots and their handpicked diplomats figuring out ways to squeeze the US and other countries with some money, and launder it thru their friends and family.
Watch the movie, Backstabbing for Beginners. It’s based on real stuff that happened during the Iraq oil embargo, leading up to the war. The whole organization needs to be thrown out of the country and the US should, at best, play a very minor role, if not pull out altogether. The US needs to only worry and work with its friends, which are few and far between. Everyone else should be treated as a snake-oil salesman, at best, and mortal enemy, most of the time.
Really?
Who could have guessed that?
Where is Claude Rains?
Color me shocked!!!!!
Gambling at Rick’s?
Are they raping little girls and boys? Oh, no. That would be peacekeepers.
I cannot believe it....!!!
I’M SHOCKED, I TELL YOU SHOCKED!!!!
The answer to your question is:
NO!
