There should be a bounty paid to the trucker equal to a percentage of the estimated cost of incarcerating the decease perp should he have lived. This perp would probably be worth, say, 35% of the estimate since he probably wouldn’t have done that much. Now a murder with a life sentence would maybe drop into the 3.5-7% range discounted, of course, to net present value.
And if he manages to bag another one in the same fiscal period, he may avail himself of black loss carry-forward.
