1. The dispatcher didn't give the "conclusion" that his death was an accident. That was the FBI at the time. However, now: "A year after the death of El Paso Border Patrol Rogelio Martinez near Van Horn, the FBI admits to ABC-7 no one knows if the agent was killed or if his death was accidental."

The FBI now admits they don't know what happened.
2. What the dispatcher wrote in their log: "At that time, Garland told the dispatcher something to the effect of "we ran into a culvert," or "I ran into a culvert," or "I think I ran into a culvert." The dispatcher wrote in his log, "(he) thinks they ran into a culvert."

The dispatcher isn't even clear what agent Garland stated. Furthermore, notice the absence of the words "fell into" or "tripped into", etc?
He thinks they ran into a culvert? Ok, they ran into it chasing someone? They ran into it to take shelter from an attack?
Is it possible the FBI wanted to cover up an illegal alien attack on two border patrol agents, murdering one of them? Absolutely it's possible.
As we've seen in the last 2 years alone, the FBI is a highly politicized, anti rule of law pro leftist liberal federal government organization.
So no...no, I do not trust the FBI to be lawful and truthful. And guess what, I'm not alone. The last two years moved me from being someone to trust them on a case by case basis, to now knowing that they are institutionally crooked.
So what you think is that a band of drug smugglers or something set an ambush for two armed Border Patrol agents, using nothing but rocks, killing one and seriously injuring the other, and that the FBI is covering up for them because they’re all secretly liberals who want the US to be overrun by Mexican drug gangs. Is that about it?
